I believe it should be and most states now have free care and it is a basic right, if you walk into any hospital in an emergency they have to treat you.
I think these things should be more of a privilege than a right…rights are a form of entitlement…that cant be taken away..and therefore may be abused and not appreciated..privileges can be taken away if abused..its immoral to deny anyone health care..but it is also immoral to be a drain on society…
